Applying regenerative design to the built environment in neighbourhoods

Expected Outcome:

Project results are expected to contribute to all of the following expected outcomes:

• Tested and proven principles of regenerative design^[1] in the design, construction and renovation of the built environment^[1] are available to the actors from the construction ecosystem^[1].
• Improved tools and technologies enable actors from the construction ecosystem to apply regenerative design to the built environment.
• The application of regenerative design to the built environment in neighbourhoods^[1] contributes to the regeneration of natural ecosystems and biodiversity while benefiting human health and well-being.

Scope:

Regenerative design^[5] aims to actively restore, revitalise and enhance ecosystems, contributing to both human and planetary health, in line also with the ‘One Health’ approach^[6]. Regenerative design thus contributes to creating sustainable^[5], thriving environments for local communities and ecosystems. This involves principles such as circularity, waste reduction, resource and energy efficiency, promoting biodiversity, and the use of carbon-storing materials.

Regenerative design offers pathways to develop construction and renovation methods and designs that go beyond conventional approaches. However, the potential and application of regenerative design in the built environment is still under-explored due to the novelty of the solutions, the complexity of inter-related factors, the limited understanding of their impacts, and insufficient knowledge exchange and technology transfer.

Proposals are expected to address all of the following:

• Analyse in depth the success factors, challenges, and impacts of at least 10 existing examples of regenerative designs applied to constructed or renovated buildings. Measure the restoration of the environment as well as sustainability performance of the building, using existing sustainable building assessment methods such as Level(s),the Living Community Challenge and other third-party certification schemes or emerging methodologies such as the Carbon Removal and Carbon Farming (CRCF) in buildings certification. The selected buildings are expected to:
  • Be located in contexts as diverse as possible (geographical, environmental, climate, social or economic).
  • Generate renewable energy to meet the buildings’ energy demand. The buildings can also employ, but are not limited to: nature-based solutions^[1]; water collection, purification and reuse; water efficiency methods; building solutions achieving cleaner air; carbon-storing architecture and design; medium and long-term energy storage (e.g. using phase-change materials).
  • Have used collaborative, inclusive approaches to engage local communities and inhabitants.
  • Have overcome legislative and regulatory barriers, if any, thanks to active collaboration with different levels of government and public authorities.
• Develop and demonstrate at least one innovative solution (tool or technology) that facilitate the application of regenerative design to the built environment. The solution(s) is (are) expected to transform the construction and renovation processes at all stages, by adopting a lifecycle perspective, encouraging the use of natural resources, materials, products, processes and by considering the impact on people and nature. Proposers should reflect on the role of local/indigenous crafts and knowledge^[1] in the construction and renovation processes.
• Demonstrate the innovative solution(s) in at least three neighbourhoods from urban, peri-urban and rural areas located in at least three Member States or Associated Countries.

The topic includes the possibility to provide financial support to third parties to provide direct support for the development and implementation of the demonstrator. A maximum of EUR 60 000 per third party might be granted.

Proposals are expected to follow a participatory and transdisciplinary approach^[10] through the integration of different actors (such as public authorities, local actors from the targeted neighbourhoods, civil society, private owners, etc.) and disciplines (such as architecture, urban design, design, arts, (civil) engineering, health, etc.).

This topic requires the effective contribution of SSH disciplines and the involvement of SSH experts, institutions as well as the inclusion of relevant SSH expertise, in order to produce meaningful and significant effects enhancing the societal impact of the related research activities.

Proposals are expected to dedicate at least 0.2% of their total budget to share their intermediate and final results and findings with the Coordination and Support Action ‘New European Bauhaus hub for results and impact’ (HORIZON-MISS-2024-NEB-01-03).

Horizon Europe is een kaderprogramma van de EU voor onderzoek en innovatie. Ze bestaat uit 3 pijlers: Excellente wetenschappen, Wereldwijde uitdagingen en Europees industrieel concurrentievermogen en Innovatief Europa. Daarnaast bevat het programma ook nog een horizontaal deel met maatregelen om de lidstaten te ondersteunen om optimaal gebruik te maken van hun nationale onderzoeks- en innovatiepotentieel en de Europese onderzoeksruimte te versterken. Het beoogt ook de wetenschappelijke en technologische basis van de EU en de Europese Onderzoeksruimte (EOR) te versterken, het innovatie- en concurrentievermogen en de werkgelegenheid te stimuleren.

Eerste pijler: Excellente wetenschappen

• Europese Onderzoeksraad (ERC): Er zijn beurzen beschikbaar voor getalenteerde en creatieve individuele onderzoekers en hun teams om baanbrekend onderzoek te doen. De integratie van verschillende gebieden is cruciaal. Alle nationaliteiten komen in aanmerking, maar het onderzoek moet worden uitgevoerd in een van de lidstaten of geassocieerde landen.
• Marie Skłodowska-Curie Actions (MSCA): De focus ligt op het bevorderen van mobiliteit, loopbaanontwikkeling en opleidingsmogelijkheden voor onderzoekers. MSCA biedt ondersteuning voor verschillende opties voor (wereldwijde) uitwisseling van onderzoekers en ondersteunend personeel binnen hetzelfde vakgebied of tussen verschillende sectoren.
• Onderzoeksinfrastructuur (RI): ontwikkeling, onderhoud en gebruik van pan-Europese onderzoeksinfrastructuur is een prioriteit. Er zijn mogelijkheden voor onderwijs en uitwisseling van personeel voor het onderhoud en gebruik van de infrastructuur. Coördinatie van het gebruik van de infrastructuur tussen de lidstaten is van groot belang.

Tweede pijler: Wereldwijde uitdagingen en Europees industrieel concurrentievermogen

Deze pijler richt zich op de wereldwijde uitdagingen die zijn geïdentificeerd in de Sustainable Development Goals. Om de schaal en complexiteit van deze problemen aan te pakken, is samenwerking nodig tussen belanghebbenden uit verschillende sectoren, waaronder onderzoeks- en onderwijsinstellingen, de industrie en NGO’s. Daarnaast moet deze inspanning bijdragen aan een robuuste Europese industriële sector, die banen creëert en het concurrentievermogen vergroot.

De tweede pijler focust op wereldwijde uitdagingen en bestaat uit zes clusters:

1. Gezondheid
2. Cultuur, creativiteit en een inclusieve samenleving
3. Civiele veiligheid voor de samenleving
4. Digitaal, industrie en ruimtevaart
5. Klimaat, energie en mobiliteit
6. Voeding, bio-economie, natuurlijke grondstoffen, landbouw en milieu

Het Gemeenschappelijk Centrum voor Onderzoek van de Europese Commissie (JRC) valt ook onder deze pijler.

Derde pijler: Innovatief Europa

De derde pijler is Innovatief Europa, met als doel Europa een leidende rol te laten spelen op het gebied van marktgestuurde innovatie. Daarnaast draagt deze pijler bij aan de ontwikkeling van het innovatielandschap van de Europese Unie door de samenwerking tussen bedrijven, onderzoeksinstellingen en het hoger onderwijs te versterken.

• Europese Innovatieraad (EIC) richt zich op het bevorderen van baanbrekende innovaties met wereldwijd schaalpotentieel.
• Europese innovatie-ecosystemen (EIE) zullen voornamelijk dienen als aanvulling op de EIC, EIT en aanverwante programma’s om samen het algehele innovatie-ecosysteem in Europa te verbeteren.
• Europees Instituut voor Innovatie en Technologie (EIT) richt zich vooral op het vergroten van het innovatievermogen van Europa door ondernemerstalent te koesteren en nieuwe ideeën te ondersteunen.

Horizontale pijler: Deelname verbreden en de Europese Onderzoeksruimte versterken

• Deelname verbreden en excellentie verspreiden
• De Europese O&I-systemen hervormen en verbeteren

Daarnaast heeft horizon een nieuwe aanpak voor het vinden van oplossingen voor grote problemen in de Europese sfeer, namelijk in de vorm van missies;

1. Adaptation to Climate Change: support at least 150 European regions and communities to become climate resilient by 2030
2. Cancer: working with Europe’s Beating Cancer Plan to improve the lives of more than 3 million people by 2030 through prevention, cure and solutions to live longer and better
3. Restore our Ocean and Waters by 2030
4. 100 Climate-Neutral and Smart Cities by 2030
5. A Soil Deal for Europe: 100 living labs and lighthouses to lead the transition towards healthy soils by 2030

Deelnemers:

In veel gevallen is Europese samenwerking nodig om in aanmerking te komen voor subsidie.

Cofinanciering

Het maximale subsidiepercentage binnen Horizon Europe varieert van 70% tot volledige projectfinanciering (100% subsidie).

Dit betekent dat de Europese Commissie of een Europees uitvoerend agentschap verantwoordelijk is voor de directe uitvoering van het implementatieproces van de financiering, van het creëren van oproepen tot de beoordeling en financiële afwikkeling.
