Network of neighbourhoods for innovative policies on gentrification

Expected Outcome:

Project results are expected to contribute to all of the following expected outcomes:

• Increased use of policies to mitigate the negative consequences of gentrification and enhance its positive impacts (e.g. revitalization, sustainable economic growth, diversity and integration) in urban, peri-urban, and rural neighbourhoods^[1].
• Increased capacity of local policymakers to anticipate and mitigate the negative consequences of gentrification when designing and implementing policies in alignment with the New European Bauhaus.
• Empowered local communities^[2] engaging in decision-making processes to mitigate the negative consequences of gentrification due to the regeneration of neighbourhoods.

Scope:

Strategies and interventions to regenerate neighbourhoods may lead to gentrification, a process that can bring revitalization, sustainable economic growth, diversity and integration but also segregation, insecurity, exclusion, displacement, loss of cultural identity, and socio-economic inequality. Mitigating the negative consequences of gentrification cannot be achieved without policy innovation.

This topic supports informal networking among neighbourhoods to exchange knowledge and experiences, build their capacity, facilitate innovation in policymaking to mitigate the negative consequences of gentrification – including green gentrification^[1] – that may result from interventions aligned with the New European Bauhaus.

Proposals are expected to address all of the following:

• Create a bottom-up network of neighbourhoods with a (potential) risk of gentrification, to facilitate peer exchange among all relevant stakeholders. Proposals should aim for the participation of at least 15 neighbourhoods located in urban, peri-urban and rural areas from different Member States and Associated Countries.
• Map neighbourhoods’ needs, challenges, trends and opportunities to inform policies and interventions that mitigate the negative consequences of gentrification and of integrating the New European Bauhaus values and principles^[4].
• Identify, document, and disseminate current knowledge, evidence, policy design, tools, and best practices for tackling gentrification and translate the results into useful tools that address the identified needs, challenges and opportunities.
• Support local decision makers in better understanding:
  • The main drivers of gentrification (such as overtourism, interim use and short term rental markets).
  • The effect of housing market speculation, rental agreements and (lack of) housing policies (e.g. fiscal measures, funding instruments, legislative measures) on gentrification.
  • The effects of gentrification on different socio-demographic groups, as well as on local identities and cultural heritage.
  • The interplay between urban, peri-urban and rural gentrification.
• Address the issue of gentrification in the participating neighbourhoods through at least one of the following actions:
  • Develop or revise local policies (such as those on social/economic/urban development, housing, planning, mobility, green transition) to mitigate the negative consequences of gentrification.
  • Develop neighbourhood regeneration strategies that include measures to mitigate the negative consequences of gentrification.

Proposals are expected to follow a participatory and transdisciplinary approach^[5] through the integration of different actors (such as local or regional public authorities, local actors from the targeted neighbourhoods, civil society, private owners, cultural institutions, etc.) and disciplines (such as architecture, urban design, design, arts, (civil) engineering).

This topic requires the effective contribution of social sciences and humanities^[1] (SSH) disciplines and the involvement of SSH experts, institutions as well as the inclusion of relevant SSH expertise, in order to produce meaningful and significant effects enhancing the societal impact of the related research activities.

Proposals are expected to dedicate at least 0.2% of their total budget to share their intermediate and final results and findings with the Coordination and Support Action ‘New European Bauhaus hub for results and impact’ (HORIZON-MISS-2024-NEB-01-03).

Horizon Europe is een kaderprogramma van de EU voor onderzoek en innovatie. Ze bestaat uit 3 pijlers: Excellente wetenschappen, Wereldwijde uitdagingen en Europees industrieel concurrentievermogen en Innovatief Europa. Daarnaast bevat het programma ook nog een horizontaal deel met maatregelen om de lidstaten te ondersteunen om optimaal gebruik te maken van hun nationale onderzoeks- en innovatiepotentieel en de Europese onderzoeksruimte te versterken. Het beoogt ook de wetenschappelijke en technologische basis van de EU en de Europese Onderzoeksruimte (EOR) te versterken, het innovatie- en concurrentievermogen en de werkgelegenheid te stimuleren.

Eerste pijler: Excellente wetenschappen

• Europese Onderzoeksraad (ERC): Er zijn beurzen beschikbaar voor getalenteerde en creatieve individuele onderzoekers en hun teams om baanbrekend onderzoek te doen. De integratie van verschillende gebieden is cruciaal. Alle nationaliteiten komen in aanmerking, maar het onderzoek moet worden uitgevoerd in een van de lidstaten of geassocieerde landen.
• Marie Skłodowska-Curie Actions (MSCA): De focus ligt op het bevorderen van mobiliteit, loopbaanontwikkeling en opleidingsmogelijkheden voor onderzoekers. MSCA biedt ondersteuning voor verschillende opties voor (wereldwijde) uitwisseling van onderzoekers en ondersteunend personeel binnen hetzelfde vakgebied of tussen verschillende sectoren.
• Onderzoeksinfrastructuur (RI): ontwikkeling, onderhoud en gebruik van pan-Europese onderzoeksinfrastructuur is een prioriteit. Er zijn mogelijkheden voor onderwijs en uitwisseling van personeel voor het onderhoud en gebruik van de infrastructuur. Coördinatie van het gebruik van de infrastructuur tussen de lidstaten is van groot belang.

Tweede pijler: Wereldwijde uitdagingen en Europees industrieel concurrentievermogen

Deze pijler richt zich op de wereldwijde uitdagingen die zijn geïdentificeerd in de Sustainable Development Goals. Om de schaal en complexiteit van deze problemen aan te pakken, is samenwerking nodig tussen belanghebbenden uit verschillende sectoren, waaronder onderzoeks- en onderwijsinstellingen, de industrie en NGO’s. Daarnaast moet deze inspanning bijdragen aan een robuuste Europese industriële sector, die banen creëert en het concurrentievermogen vergroot.

De tweede pijler focust op wereldwijde uitdagingen en bestaat uit zes clusters:

1. Gezondheid
2. Cultuur, creativiteit en een inclusieve samenleving
3. Civiele veiligheid voor de samenleving
4. Digitaal, industrie en ruimtevaart
5. Klimaat, energie en mobiliteit
6. Voeding, bio-economie, natuurlijke grondstoffen, landbouw en milieu

Het Gemeenschappelijk Centrum voor Onderzoek van de Europese Commissie (JRC) valt ook onder deze pijler.

Derde pijler: Innovatief Europa

De derde pijler is Innovatief Europa, met als doel Europa een leidende rol te laten spelen op het gebied van marktgestuurde innovatie. Daarnaast draagt deze pijler bij aan de ontwikkeling van het innovatielandschap van de Europese Unie door de samenwerking tussen bedrijven, onderzoeksinstellingen en het hoger onderwijs te versterken.

• Europese Innovatieraad (EIC) richt zich op het bevorderen van baanbrekende innovaties met wereldwijd schaalpotentieel.
• Europese innovatie-ecosystemen (EIE) zullen voornamelijk dienen als aanvulling op de EIC, EIT en aanverwante programma’s om samen het algehele innovatie-ecosysteem in Europa te verbeteren.
• Europees Instituut voor Innovatie en Technologie (EIT) richt zich vooral op het vergroten van het innovatievermogen van Europa door ondernemerstalent te koesteren en nieuwe ideeën te ondersteunen.

Horizontale pijler: Deelname verbreden en de Europese Onderzoeksruimte versterken

• Deelname verbreden en excellentie verspreiden
• De Europese O&I-systemen hervormen en verbeteren

Daarnaast heeft horizon een nieuwe aanpak voor het vinden van oplossingen voor grote problemen in de Europese sfeer, namelijk in de vorm van missies;

1. Adaptation to Climate Change: support at least 150 European regions and communities to become climate resilient by 2030
2. Cancer: working with Europe’s Beating Cancer Plan to improve the lives of more than 3 million people by 2030 through prevention, cure and solutions to live longer and better
3. Restore our Ocean and Waters by 2030
4. 100 Climate-Neutral and Smart Cities by 2030
5. A Soil Deal for Europe: 100 living labs and lighthouses to lead the transition towards healthy soils by 2030

Deelnemers:

In veel gevallen is Europese samenwerking nodig om in aanmerking te komen voor subsidie.

Cofinanciering

Het maximale subsidiepercentage binnen Horizon Europe varieert van 70% tot volledige projectfinanciering (100% subsidie).
