The Call for Applications for City-to-City Exchanges is continuously open. Applications can be submitted and approved for implementation on a rolling basis.
A City-to-City Exchange brings together an urban authority (‘the applicant’) facing a specific implementation challenge related to Sustainable Urban Development and another urban authority from a different EU Member State with expertise which could help tackle this challenge (‘the peer’) for a short-term, quickly implemented visit. In principle, city-to-city exchanges are bilateral in nature, but a second peer may be included, if justified.
A City-to-City Exchange is a bottom-up, on-demand activity. The content, timing and format of the exchange are defined by you, according to your specific needs. With the application, you need to outline the city you aim to have as partner for the exchange.
City-to-City Exchanges
A city-to-city exchange is required to focus on a specific policy challenge related to the design and implementation of Sustainable Urban Development within Cohesion Policy.
The objective of a city-to-city exchange is to improve the capacity of the applicant to tackle the identified challenge through a process of peer learning and sharing of expertise. Peers are expected to share practical knowledge and know-how tailored to the identified challenge and the urban context of the applicant.
City-to-city exchanges offer short-term opportunities for peer learning. They can be as simple as one visit between two cities. When duly justified, an applicant may define up to three visits per application to be completed within five months, if a series of events is most suited to tackling the identified challenge.
The applicant selects the most appropriate format for each visit according to their needs – an outgoing visit where the applicant travels to a peer city, or an incoming visit where the peer visits the applicant city. Each visit may last between two to five days.
Applicants are expected to implement the visit as soon as possible following approval.

Eligible authorities
This service is dedicated to urban authorities from EU Member States. There is no minimum population requirement for the city, town, functional urban area or suburb. Relevant stakeholders may also participate in the exchange alongside the urban authority if justified in the application.
Applications are particularly encouraged from cities with less than 500,000 inhabitants, from less developed regions, from regions in transition, and Article 11 Cities.
All applicants are required to demonstrate their interest in integrated, place-based approaches to Sustainable Urban Development, or their involvement in the implementation of Sustainable Urban Development strategies.
Programma,
Het initiatief is bedoeld om steden samenhangende steun te bieden en zo een einde te maken aan het huidige versnipperde landschap van uiteenlopende initiatieven, programma’s en instrumenten ter ondersteuning van steden in het kader van het cohesiebeleid. Het versterken van geïntegreerde en participatieve benaderingen van duurzame stadsontwikkeling en het zorgen van een sterke koppeling met EU-beleid, met als focus het cohesiebeleid. In de nieuwe programmaperiode 2021-2027 ligt de focus op een slimmer, groener, meer verbonden en socialer Europa dat dichter bij haar burgers staat.
De programma’s Urban Innovative Actions (UIA) en URBACT zijn opgegaan in het nieuwe programma European Urban Initiative (EUI), wat wordt gefinancierd door een bedrag uit het EFRO en het Cohesiefonds.
Het EUI omvat twee onderdelen: a) steun voor innovatieve acties en b) steun voor capaciteits- en kennisopbouw, territoriale effectbeoordelingen, beleidsontwikkeling en communicatie. Innovatieve acties moeten worden geleid door stedelijke autoriteiten.
Doelstellingen
De algemene doelstellingen van het EUI zijn het versterken van geïntegreerde en participatieve benaderingen van duurzame stadsontwikkeling, en het zorgen voor een sterkere koppeling met EU-beleid, met name op het gebied van cohesiebeleid.
De specifieke doelstellingen van onderdeel a) zijn:
Steun voor innovatieve acties
- Het identificeren en ondersteunen van het testen van overdraagbare en schaalbare innovatieve oplossingen om problemen in verband met duurzame stedelijke ontwikkeling op het niveau van de Unie aan te pakken niveau; en
- Het verzamelen en delen van de resultaten van experimenten en het ondersteunen van overdrachtsactiviteiten, teneinde de innovatiecapaciteiten en kennisopbouw voor alle stedelijke gebieden in de EU te bevorderen en innovatieve oplossingen te integreren in duurzame stedelijke ontwikkeling.
De specifieke doelstellingen van onderdeel b) omvatten:
Capaciteitsopbouw (B.1)
- Verbetering van de capaciteit van steden om op geïntegreerde en participatieve wijze beleid, strategieën en praktijken voor duurzame stedelijke ontwikkeling op te stellen;
- Verbetering van de opzet en uitvoering van beleid, strategieën en actieplannen voor duurzame stedelijke ontwikkeling in steden.
Kennisopbouw, territoriale effectbeoordelingen, beleidsontwikkeling en communicatie (B.2)
- Ontwikkelen van een kennisbasis ter ondersteuning van een betere uitwerking, uitvoering en mainstreaming van beleid en strategieën voor duurzame stedelijke ontwikkeling;
- De toegang tot horizontale en thematische kennis vergemakkelijken en knowhow inzake duurzame stedelijke ontwikkeling delen;
- Ondersteuning van de stedelijke agenda voor de EU en, op verzoek van de lidsta(a)t(en), eventuele ondersteuning van de intergouvernementele samenwerking inzake stedelijke aangelegenheden.

Europese partners is geen must.
Lokale, regionale of bovenlokale overheden.
Projecten in de vorm van studie, onderzoek, innovatie implementatie, internationale samenwerking en netwerkvorming.
